Try to star up my nexus 7, what I get is a blinking light, what does that mean?

Try to charge my nexus 7 when it get down to 20% battery life. The screen showed 'charging' and I turn off the screen. After a few hour instead of charging, the battery got drained. When I push the start button, all I got is a blinking light. I unplug the charger and plug it in again, got a blinking light too.

The charger, USB lead, USB port, battery, or other, may be faulty. Eliminate them one by one. Start by trying a different USB lead if you can. Also make sure the USB port is not loose, damaged or full of fluff.
