Why can I not use Kies 3 to sync my Outlook 2013 calender to My Galaxy S4 LTE?

Why can I not use Kies 3 to sync my Outlook 2013 (Windows 8.1 pro) calender to My Galaxy S4 LTE? Outlook crashes after loading the change history from the phone and Outlook. It worked before, but not anymore. I have the latest firmware on my phone. I have the latest version of Kies 3. My Windows 8.1 Pro is up to date.

Try the Samsung Smart Switch program for pc, ignore the app. It's set to replace kies. It has an Outlook dync tab on mine, but not on every shot I have seen of others.
I don't have Outlook 2013, but both Kies and Smart Switch sync with Outlook 2007 over usb.

Have you tried the new MS apps, Outlook, Microsoft account etc.
The Outlook app can integrate the Outlook Calendar with the Samsung or Google Calendar app, if I remember.
