Why doesn't my screen rotate?

The setting for auto rotate is on. The phone is Samsung note 3

You mean for open apps, not stock homescreens? Did it rotate before?
You can dial *#0*# on non carrier phones and do a gyroscopic sensor test. Otherwise you may need to get it checked out.
I think there have been temporary camera / gallery rotation problems reported after the Lollipop update though. It might mend in time.
