You can't download Clash of Clans from the Play Store because it's not compatible with your device? Then all you can do is email the developers and ask that they make it compatible with your device. There's no app that will make another app compatible with a device it's not compatible with.

Or you can't run the Play Store because there's no Play Store app on your device? If that's the case, try Google Play in a web browser.
