My phone has a warning set and I recently hit my cap and the data warning has popped up. Now, I know the notification can be disabled via the Data Usage menu but my phone has this menu completely missing. I know it should be on the Wireless & Networks section at the top of the settings menu.

Just wondering what may have happened for this menu to vanish entirely, so that I can finally at least disable the notification.

Make sure you're using the standard mode instead of easy mode.

The Note 3 has Wifi, Bluetooth, Tethering (depending on the carrier), Airplane mode and Data, in that order. The Note 4 should be similar.

Javier, if you're referring to easy mode in Touchwiz, that has nothing to do with settings, which is a separate app (I just checked by setting the easy mode as the default).

Maybe I'm wrong but it seems that the data usage settings are available just when using the standard mode.
