Can't make outgoing call without data connection?

[AC Question]

Using the stock dialer app on my HTC One M8. When I try to make any call if there is no 2G/3G/4G or Wifi i get the following error: "To place an internet call, check your internet connection first." I can receive calls with no issues. When there is a data connection the calls are made through my GSM network (not any other app like viber, etc.) so I don't need the data connection.
