I have total of 32 gb only 15gb is used.

I tried to install an apk or app from google play and it tells me insufficient storage to remove some apps.

Even if i uninstall my current apps, and try to re-install the same app again, it tells me insufficient storage also...basically i can't get new apps/update & i would not be able to get back my current apps if i uninstall.

    Welcome to Android Central!

I would try using the Fix Permissions feature inside of TWRP to see if that can fix it. I would also make a back up of my ROM before I did it. You never know what will happen when you mess around with permissions.
