My Moto 360 is 1 hour behind my Galaxy S4

I have seen alot of posts here about how the automatic timezone thing was to blame. Unfortunately, that's not the problem.

Yesterday morning, 6/26, I noticed that the watch was exactly 1 hour behind the phone. I checked all of my time settings and they were right. I have restarted the phone and the watch several times, I have powered both off and waited several minutes, I have unpaired them, restarted the watch, and then paired them again. None of this is working.

How can I force the watch to update so that it shows me the right time??
