Why is memory not being used?

Android 4.4.1 on my tablet. The internal SD card says 25% used. External 32 GB SD card empty. Why do I get insufficient memory message when trying to download apps?

How much free internal app space do you have? (Apps are downloaded to internal storage, then installed, so you need room for the apk file you download in the internal sdcard and the app installation itself in internal app storage.) External SD card storage is for data - picctures, videos, music, etc. The fact that some apps can have some parts of them moved to it is nice, but don't count on it.

The tablet indicates 4 GB of internal SD card memory available. In addition I have the full 32GB of the external SD card. Thanks for the help.
