Samsung website shows a Head SAR of 1.09W/kg for Galaxy S6 not .33W/kg that others show - why?

For the Samsung Galaxy S6, the Samsung website, samsung.com/sar, shows a Head SAR value of 1.09W/kg. Other websites and reviews show a Head SAR value of .33/W/kg.

What is the correct value?
