Welcome to Android Central! Sometimes the server is busy, so you may need to wait for another day or two. Otherwise, consider a factory reset, then try again.

Are you on wi-fi or mobile data? Does this happen on either?

Any other reason why you think the phone is a clone? Did you get it from some random seller on eBay?

What kind of mobile shop? An official carrier store, or an independent shop?

What carrier are you on? If the phone is from a different carrier (or is an unlocked international version), it might not be able to update over-the air from your carrier.

The very latest version of Android released by Google is 5.1.1, but that doesn't mean all devices can get it currently. It depends on the phone manufacturer, as well as the carrier. The manufacturer has to modify the base Android code from Google to make sure it works correctly with the various manufacturer-specific hardware and software variations. The carrier also has to modify the base code to work on their network. As you might imagine, this process can be time-consuming, and isn't feasible to do for every single device.
