Charging my galaxy s4

My phone will seem to only charge when I'm not on it, the previous owner didn't say it did this, so maybe it didn't, or the owner just didn't mention it. Is it my phone or the charger? I'd really like to be able to be on my phone as it charges sometimes.

Welcome to Android Central! If the phone is charging while you use it, do you still see the lightning bolt in the battery icon in the status bar? Is the phone plugged into a wall outlet or a computer USB port? If you're doing some relatively intensive activities on the phone while it's charging, then the battery won't go up as quickly as usual, since you're actively using the phone. In fact, if you're doing something very intensive (like certain complex games), the battery level may go down, even if you're charging it. This is especially true if you're plugged into a computer USB port, since that supplies much less current than a wall outlet.
