Galaxy s6 edge went into ocean. Screen won't turn on but blue LED light flashing is it alive?

Went kayaking and kayak got hit by a wave coming back on shore. Galaxy s6 edge was in a zip lock baggy with another phone and water got into it. I understand it was stupid to bring our phones but we did. As soon as we found out our phones got wet we bought rice and more zip lock bags. Put it in rice and brought it home and had a blow drier on low blow on the rice to dry. I'm keeping it in rice for a day or two but the notification light keeps flashing blue, screen doesn't turn on so I can't shut it off. I'm hoping that's a good thing. Will my phone survive and why would the blue light continue to flash? Thank you ahead of time.

Three washes in alcohol and leave it in a 4th bath overnight, and you probably have a 5% chance of saving it. If you have insurance, check it carefully - some of them cover water damage.
