Hello, I am looking for the absolute cheapest Android phone that fits these requirements:

    - ARM cpu
    - Android 2.3+ (Gingerbread or higher)
    - Rooted or can be easily rooted
    - Decent WIFI connectivity

I am asking because I am not familiar with the Android market. Despite my best efforts, there are just too many phones to sift through. Thanks in advance!

Hi Roger, welcome to the forums! There are very cheap android phones in the market but it's difficult to recommend any of them. Most are going to give you lots of problems and a poor experience.

One I can recommend is the Moto E. Excellent price and great value for the buck. Motorola didn't put a heavy skin on it and it's almost pure android. It will be easily updated to the latest system version and you could root that phone without problem.

The Samsung Precedent (for Sprint)/Prevail (for Boost) are probably available for about $20 used. Gingerbread, ARM, plenty of root programs and the wifi is the same as all Android phones. See Samsung Phones - Android Area 51 for lots of info on those older phones.
