Because Gmail is IMAP service, email is kept on the Google servers. So if you want to restore email from a Google account, just add the account to the phone and email will automatically be available on it. This also applies to other IMAP accounts. Just add then in your email app and the email is available.

If you changed your Gmail to POP3 or are trying to restore email from another POP3 account, all you can do is manually forward email from your phone to the laptop.

Android since v1.0. Linux since 2001.
