How can I reset my phone without it restoring data?

Hey guys. I'm trying to reset my Moto G (2nd gen) but every time I do it automatically restores my settings, apps and data. (I can tell because it even restores my wallpaper too). I don't want this. I want to set the phone up from scratch. I've deleted my app history, disabled phone backup and there's never an check box to stop the auto restore when starting up. If anyone knows how to stop this, please help. Thanks

Solution: So after a long time of it I have found the solution. It seems that on my Moto G (XT1072) it will force data/app/settings/wallpaper recovery if you sign into your account during your initial phone setup. Despite following the normal steps to tell your phone not to. (I.E turning off account backup in settings and unchecking the same box during phone setup). The solution is not to sign into your google account until you have made it through the set up wizard and are into the google now launcher. That seems to respect your choice not to perform a data recovery.
