Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Go to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.

If that doesn't work, then go to Settings>Accounts, remove your Google account completely, then add it back.

Also, do you have a valid form of payment associated with your Google Play Store account?

Guys all you have to do is by making sure your old coc base was signed into gmail and just unistall the app and install it back it fixed for me

Call Google. I did. Found my account had been suspended.... Got fixed... Now it world's just fine
