Totally off, not even wifi? Then no, Google has no way of knowing where the phone is except the cell towers, and in some places that can be miles off. (In a place like midtown NYC, just using phone signals is probably accurate to a few feet - if there's a blank wall space, they stick a cell antenna on it.)
