S6 black screen when starting

Today my S6 started going to black screen when starting. I get brief Android logo when starting but then black screen with blue light at top. I have been reading posts for hours and tried everything people say work. Power/vol down for 7 secs ... tried all options except factory reset. Also tried power/vol up/home and reset cache and then restarted but same issue. Also tried vol down when booting to try and get into safe mode. Tried Kies and Smart switch software but still can't connect to phone. All I care about is getting my photos off and then I can send in for new phone. Contacted Verizon and Samsung and both were no help. I would even be willing to pay someone if there was a way to retrieve the photos. Any advice would be greatly appreciated.

1 Hold the power button and connect the charging cable
2 Boot into the safe mode
3 Galaxy S6 screen stays black, perform wipe cache partition

I appreciate your advice. I tried holding power and then plugging in cable with both the phone on and off. Is there is certain time I should wait between pressing power and plugging in? Any other advice? Thanks
