why can't I send or receive pictures from my galaxy s5

I recently got a new Samsung but I cannot send or receive pictures. When I try to send them they will show up on the SC Deen and tell me it is sending but it never will. When I receive pictures the phone tells me to download the photos but when I click download nothing happens and I can't open the photos.

Hello. Welcome to Android Central.

It's probably set to send / receive text only, not MMS.

Open the Message app - Menu - Settings - and I forget how my previous Samsung had it phrased but you want to set it to Automatic mode to include MMS.
