How can I get my phone to stop locking up?

My phone locks up just a few seconds after I turn it on. I have tried to wipe cache partition and reboot. Took the battery out and put it back in. It still keeps vibrating every once in a while and completely locks up.

Go in settings, click on display.Tap on sleep and click on 30 minutes and then cancel.
