I downloaded an app that was too big but it is still there according to storage. I then went to settings which says that only400mb is available but shows on the bar that 2gb is available but the info says 400mb is available how do I delete the app or fix this problem as it won't allow me to download any more apps due to"insufficient space" which is not true

There's a difference between total storage space and storage space available for apps. Storage is partitioned (like a hard drive) - and differently for different devices. So you may have an 8GB device, but only 3GB available for your use. (Android takes space, the kernel [Linux] takes space, cache takes space, etc.)
