Why can't I receive pics?

I have been having issues a red Xbox cones over my signal bars. N I can't send or recieve message n I can not download or send pictures

Try your carrier for help. It could be a problem on their end, it could be that your account is set up wrong, it could be a problm with the phone's setup, it could be a problem with the phone itself.
