HTC Windows Phone won't charge keeps trying to turn on and off

I tried taking SIM car out and it makes no difference. I also put it in a different USB port

Strictly speaking that's a WP Central question but we'll answer it here, Moderators permitting.
Have you made sure that the USB lead is undamaged, and that the USB port is clean and undamaged?
Otherwise it may be an internal problem, or even a failing battery.
