Why can't I access Google voice?

I've assumed all was well with my Google voice mail account. I wanted to change my outgoing business greeting last night and it rings a lot, answers with an automated greeting and I cannot get into my box to navigate. I hear that Google voice closed. Is that true and why I can't get into it? I'm stuck and have no business greeting. HELP!
