    Hello. Welcome to Android Central.

    Try going to Settings - Security - Device Administrators and unchecking anything that shouldn't be there. Android Device Manager and your device brand software is alright.

    Go to the camera app in Settings - Apps /Applications Manager - All - Camera and clear cache and data, or also disable and re-enable.

    Try Safe Mode for a few minutes then restart normally.
    Let us know what device you have.

    It could be a hardware issue but you have a pop up as you say.
