Google Voice not forwarding properly?

I have my Sprint Google Voice number forwarding to 2 other phones. I am having a problem that when I shut off the Sprint phone it no longer forwards calls to the other phones, it goes straight to voicemail. I recently added the second phone and must have changed a setting and I can't figure out what I did. Is there anyone that is well versed in Google Voice?

You have a choice of forwarding always, forwarding when busy, forwarding when unanswered and forwarding when unreachable. You want your GV number in the last 2 (or 3 - your choice).
