Why can't I access files on my Android Turbo through MTP USB connection on Windows?

I've got my phone plugged in and the connection through MTP set on my phone. When I pull up my files on through Windows Explorer all I get is an folder with a Verizon Upgrade Assistant program, which I have installed, and a few other worthless files. Why am I not able to access all of the system files? I've tried with PTP and I can see image/video files taken with my camera but I can't access anything else.

Welcome to Android Central! When you first plug the phone in via USB, the first thing that comes up is probably a "CD Drive" with that annoying Verizon uselessware wanting you to install it. Just exit out of that window. Wait a few seconds, and then look in the folder/device list in Windows Explorer--do you see the phone appear?

When you say you don't see all of the system files, are you looking for directories for system apps? Those won't be accessible to you on an unrooted phone.
