can't use any one default pdf viewer

Whenever I want to open a pdf, my Samsung Galaxy Note 4 gives these options every time:

Drive, Google pdf viewer, adobe pdf, onedrive, cloud convert

I would like to use Google pdf viewer solely, but it always asks this and I can't seem to get the application manager to make any of them to be the default.

How can I accomplish this?

When it gives you the options, at the bottom you should see the tabs for Always and Just once.
Pick Always and hit okay on the next window.

Right, ik that, however, it exclusively doesn't give that option for this one instance.
