How do I turn on sync options in Kies 3?

The Sync button on the Sync tab is greyed out. I went to Tools, Preferences, Device and the Initialise Syncing log options are all greyed out as well.

I need to be able to sync my contacts from my phone (Galaxy S5) with my Outlook contacts (Office 365).

I manage mobility for over 600 users with my company and this is affecting quite a few users.
