Welcome to Android Central! If you mean via the Messaging app (MMS), then I would suggest you not try. The maximum filesize you can attach to a message is around 1.2 MB, and most videos will far exceed that size. You'd have to compress the video severely, which would degrade the image quality and size.

It's better to upload the video somewhere like YouTube or your Google Photos, then share the link privately with the recipient. That's essentially what happens when you send a video to someone using Google Hangouts instant messaging--the video gets uploaded privately to your Google Photos in the cloud, and then the link gets shared only with the recipient.
