How can i fix the red frame on my phone?

a red line flashes about 1 second when i go into internet; open new tab or go into any sites. I dont know what's wrong with it and i went to strict mode but it was already disabled. I haven't touched anything in particular... Please help me

Welcome to Android Central! That might be an Accessibility function--go to Settings>Accessibility and see if anything is turned on there. Alternatively, go to Settings>Developer Options, and see if anything is turned on there as well.
