why there is always difference (-1 hour ) between whether widjet time and device time in my note4

there always 1 hour minus of city on wether widjet in comparison to actual time on the device (note4 )

Open the widget settings and change the refresh interval. That may be the problem, and setting it to update more frequently should fix that problem.
