Every time I turn my phone on, it gives these lines in the middle of the phone, showing there is something wrong with the screen. Once I'm in the menu of the phone and I swipe down, the things that I swiped to show, but so do the things that were previously on the screen. What do I do?

Welcome to Android Central! It sounds like the screen itself is damaged, not the backlight. You'll probably have to get the screen replaced at a repair shop. If the phone is still under warranty, and this wasn't a result of a drop or other trauma, then you could contact the manufacturer for warranty repair.
