Getting message "mobile network not available" when trying to make a call.

This normally means you're out of cell range. Or, something could be wrong with your phone. If this is happening in the city, then the best bet is to visit your carrier to see what's going on. Yes, you can restart your phone anytime.

Welcome to Android Central! When you say your internet is working, is that on mobile data (3G/4G) or wi-fi?

By the situation you describe it seems that you are out of cell range and the internet works on WiFi. I had exactly the same problem till i moved to another apartment.
