Why do apps larger thann 15MB install but apps less than 15MB do not?

Device is rooted but try and think of a simple work around. I really haven't danced around much in the devices core functions or abilities. I've installed BusyBox ROM Toolbox Pro and Titanium Backup root Pro. I attempted to change the boot animation but failed and the only thing I've actually done to add to the phone with rooted abilities was testing the read/write speed of my SD card. It created a 500MB file which I had to manually delete. Since then I haven't been able to install apps with ease. I have more than 500MB free on install available to installing apps. Apps even less than 1MB won't install.

I've moved apps to external as well, both with regular means and forcing with rooted application F2SD. I've also removed bloatware/pre-installed apps I didn't care for.

I'm running on LGMS323 Android version 4.4.2
