Can anyone tell me if my samsung s2 is fried, botton buttons wouldnt respond?

the phone was only in water about 2-3 seconds, the screen was on when it was dropped and still responded but the bottom buttons did not. I took the battery, sim card and sd card out and immediately unscrewed the back of it and towel dried the inside then submerged it in rice and have left it there since. Is the bottom buttons going to start working or will they always be unresponsive?

Difficult to say if that will be permanent. Water damage can be very unpredictable.
