Why does my LG 4 not finish downloading apps?

When I try to download an app on my new LG 4, it gets stuck around 97% and will not finish!! Please help!

Welcome to Android Central! Does this happen on both wi-fi and mobile data?

Try going to Settings>Apps>All, select Google Play Store, and Clear Cache/Clear Data, then Force Stop. Do the same for Download Manager. Now try again.
