Cannot factory reset to french, auto switches to english in sync process

Everytime I try to factory reset my watch to french, everything goes well and midway through the sync process it swaps language to english. Why so? Is it because my phone is in english? ( I need french to use google now to respond to messages / french replies suggestions. I don't understand what would cause my phone not to accept it.

Any ideas?
