My Lg Optimus won't turn on without immediately turning back off. What do I do?

It gives an error code of 1090 upon startup. The battery is fully charged, and the battery is not bad. I have tried two different batteries for the phone, and it continues to turn on and off repeatedly. The phone is in good condition and has not had any other complications prior to this.

Welcome to Android Central! Does it get as far as the lockscreen or homescreen before you get that error, or does the error occur during the boot process?
