Why can't I send or receive picture messages on my Samsung Galaxy Grand Prime?

My brothers and I all have this phone and they can send and receive picture messages, but I cannot. When someone sends me a picture, a get a message with a box that says download, but it never downloads, and when I try to send one, it just stays there waiting to send, but never actually does. I have heard if you try to send pictures with the WiFi off it works but I tried this and it did not.

Welcome to Android Central! Sending and receiving photos via Messaging is MMS, which requires mobile data (3G/4G), not wi-fi. Make sure your mobile data is on. If it is on, you may have to check the APN settings and make sure they're correct. Search the web for "[your carrier] APN settings" to find out the correct ones.
