"Backup and reset" is missing in Settings

Not predicting the implications a selection I made initiated a reset. When the galaxy note 8, 4.4.2 came back, the "Backup and reset" which usually is situated under "Cloud" was (and is) missing. Also, tapping "Build number" in "About device," seven or more times, doesn't activate the "Developer options." Was the Settings module corrupted or crippled in the inadvertent reset process? Is there any fix, no matter how complicated, to this problem?
