Is there a way to send a macro option to change settings on the phone?

I have set up a QR Code for the Wi-Fi setup at my house so I don't have to give out the information all the time just scan and go. This go me thinking about when someone (my parents) asks "How do I get my phone to stop doing xyz" and I have to try and walk them through what to do on the phone to change the whatever setting. Is there a way to send a link that they can just tap and the I can have the "Screen Timeout" setting change to 30 seconds. Is there away to do this? Would it have to be done through an App?
