Green flashes in dark parts of the screen on low brightness

When I turn the brightness down, the bottom of the screen is the most bright flashy green, and as it goes up the screen it thins out and on the last inch it is normal. And when I turn the screen off green will flash on only the dark parts of whatever the screen was on before I hit the button. Once the screen is completely off its normal. It is very strange, like a ghost is messing with the screen in certain places, if you understand what I mean. What should I do?
