Why can't I close application manager

[AC Question]

I have a Samsung galaxy s4 on the sprint network. When I try going to see my active apps instead of showing the apps it goes straight to the application manager. Whenever I try to close the application manager it will reopen all by itself. The only way to close it is pressing the home button then holding the home button and swiping the manager off screen. Hoping someone has an answer for this.
