This has been driving me nuts for at least a week now... Whenever on WiFi(home, work, wherever) my phone will not receive push notifications from apps like snapchat, chamberlain, alarm.com, and outlook. Who knows how many more, those are just regularly used by me on my Verizon Wireless LG G4. I did a system update last week, my current Android version is 5.1 and my update version is J14.LGE.VS986.0.

I Factory reset my phone 2 days ago, and when I resurrected it I did not restore from a previous backup. I started it as if it were a fresh phone. So I know the WiFi is the culprit, as soon as I drop my WiFi I get push notifications even if I already manually refreshed that app and opened the new mail.

    What to do...?

I am having the exact same issues on my Droid Turbo. Very frustrating. No push notifications while on wi-fi. Only on 4G. I suspected my internet provider blocked ports but my children's iphones are receiving push notifications right away while on wi-fi.
