How do I use video as live wallpaper like Apple's 3D touch wallpaper?

I remember on an old android phone I had a live wallpaper that when I tapped it, it would animation itself in a way almost identical to Apple's 3D touch wallpapers. I no longer remember what the wallpaper was called... I downloaded this live wallpaper from Apple's website in the form of a .mp4 file:

There are apps on Google Play that can set videos as a live wallpaper, but since it's a video I can't imagine that it's interactive. GIF is out of the question since they look awful. So is there any way to set a video as a live wallpaper that plays when pressed? Using rooted GS4 on Lollipop 5.0.1 if it matters.

I've been using the VideoWall app to make my own personal live wallpapers ; however, it is not interactive.
