Motorola moto g dual sim end gen

Just noticed that when I am browsing the internet either on wifi or data I do not get calls from one of the sim cards (I do from the other). What happens is that the call goes to voicemail. I have checked the box to make voice the priority connection so in theory the browsing session should be interrupted and I should get the call. This happens with the 2nd sim but not the first. Both are the same network.
