If it updated over the air (from your carrier), bring it to th carrier and ask them to please fix what they broke. (It's a liability issue, not a warranty issue, so they're responsible.)

If you updated it manually (downloaded a file and ran an update or flash program), try updating it again. If that doesn't work, try the forum for your phone at XDA Forums for help.
