What do I need to tether and avoid throttling? PdaNet, Ultrasurf, User Agent String?

I'm trying to find out how to use my phone data on laptop for web browsing and ebay work (uploading pictures). From what I have read so far it seems like using one or a combination of PdaNet, Ultrasurf, changing browser User Agent String might work but I am unsure which one of these is currently the most effective method and if there are any specific settings to apply.

Any information/advice would be much appreciated.

So right now I'm tethering with pdanet and so far it's working fine. 20d/5u, I'm still curious whether I should be changing the browser user agent string or does pdanet take care of that? I don't plan of heavy usage just some web browsing and uploading pictures to ebay.

The plan I'm on is advertised as Truly Unlimited NO THROTTLING, I'm skeptical but we'll see how it goes.
